Diablos is a flying wyvern. Brute wyverns don't have wings and walk on 2 legs.

Technically Diablos is a Flying Wyvern. Don't ask me, but its description says it can fly but its body is too heavy to constantly fly so it digs.

Diablos, believe it or not, CAN fly. Watch it escape pitfall traps. Plus, monsters are categorized by body type and evolution.

So if you open up your Monster Guide. Above their name it tells you the type of brute it is. Unfortunately I havent gotten to Diablos (its next in quest), but thats a way to determine the type :)

Those are fins, not wings. They did not evolve from wings, because that would make Anjanaths "true dragons" (4 legs, 2 wings).

The game states that they are wings multiple times, though.

Tigrex should be in this category, would make more sense.

No, it doesn't. Tigrex doesn't have the body shape. Its subspecies may have "brute" in its name, but that's to describe that species' demeanor, not its category. Brute wyverns have tiny front arms and large back limbs that they walk on. The tigrexes have wings for front limbs, which makes them flying wyverns.

They aren't wings. They're arms. He can't fly and walks on them, hence he has arms. They may have a membrane that looks like a wing, but it is an arm.

Tigrex may use his forelegs as arms, but they are wings. When he's trapped in a pitfall trap, he will fly to get out and in past games he would fly when transitioning to other areas. His forelegs are weak wings.
Tigrex is a flying wyvern because of his body structure.

More importantly, brute wyverns don't walk in their front limbs. Being bipedal is one of their defining characteristics. Tigrex is a flying wyvern for the same reason that Barioth and Nargacuga are- it's a taxonomic category, not a descriptive one.
