the regular twinblade is in the lost bastille wich is quite early. You can also go for the dragonraider one just after freeing straid if you want some int oriented build

It feels as if the follow-up attacks are faster that the initial ones, i.e from running attack to normal attack spam feels like the first normal attack is faster than without an attack action beforehand

That is because it is faster. It is faster with every weapon, it is just more noticeable with the twinblade moveset. You can used this easily with the shield break attack and the rolling attack.

Twinblades are actually in the third! You can pick between the Sellswords and the Wardens. Oh wait, you meant the fun version of twinblades...

These weren't fun to use though, they're clunky as hell. Seems like an afterthought more than anything else.

Amazing weapon type until you realize you either go quality or strength (unless you put an elemental infusement on it which can let you go with all any other stat other than dex), which makes no sense for a weapon like this. Oh, what's that? the Curved Twinblades is for dex builds you say? Lol, well good luck getting it cause you either git gud at pvp with a weapon you plan to get rid off as soon as you get the one you're interested on or go through 2 full playthroughs and half of another just to get to try it out.
Overall the twinblades are a great addition to the series and should have been in Ds3. Sadly in Ds2 this weapons suffer the most out of hitbox issues. Since the two handed moveset of this weapon type relies on multi hit combos to deal damage this weapon will often miss a few hits here and there despite the blades clearly going through the model of the enemy. Sadly this means sometimes you'll be getting rid of enemies in one combo and other times enemies will immediately retaliate or dodge out of you attack. This is true in PvP as well.
