is this a time gated quest or do i have to beat like furious rajang and raging brachy before i unlock it?

it's an event quest, which is annoying because that's the only quest that gives Frostfang tickets required for his gear

Just cleared it and did not get a ticket. Also Fulgur Anjanath was there, not Shrieking L or Ebony O. Event must have been changed slightly since this page was made. Ticket is not 100% chance to drop.

i just got 4 frostfang tickets so i think that there is a mistake

Other than the guaranteed one, each other quest reward box has a 19% chance to give a frostfang ticket(which is listed above), so technically you can get up to 8(since you can get 8 quest reward boxes max).
