All I'm getting are Tier 1 sigils. Even for completing T1 dungeon i still got T1 sigil. What is wrong?

Keep trying you will eventually drop a T2, then keep running the T2's until you get a T3.
Alternatively you can have a friend drop you a T3+.
You can also reach world tier 4 and do tree of whispers caches for a chance at a tier 21+ sigil.
