If you actually read the lore (which indicate where and how find the armor) from Zelda's diary in Hateno village, she ordered the making of the armor as a gift before the events at the begining of the game. She was supposed to offer it to Link once they go back to the surface.

Honestly really disappointed with this piece of gear. In the first game it was unique, as it let you see enemy health numbers. In totk, it just isn't worth spending the time farming the light dragon to upgrade. There was no reason to nerf it that hard but they did and it is pretty useless imo, solider gear is more worth to upgrade

For the tier 2 upgrade, it requires 3 silent princesses and not 10 dandelions.

Correction: it still requires 10 dandelions but yes, the 3 silent princesses are still required.
