I think wolf-scarred was updated in the recent patch. It now gives a permanent 10% spell failure chance on everything you cast (not shown in the spell failure tab).

Looks like free spells are tied to caster level, not character level. I was level 9 when I merged the Angel spell book with my Oracle spell book, and it granted me Firesnake afterwards.
