I can confirm as of 4/29/22 it still drops, just a much lower rate. Took me ~75 kills. It’s still on the loot table on this wiki, but listed at %1 drop rate.

They still drop it. Try silver pickled fowl feet, etc, and make sure you're killing the ones with the actual greatshield, as some of the shielded hawks use the medium shield you find laying around earlier in Siofra River.
