Dropped from the Fallen Hawk hollows using it right after the "Nokron, Eternal City" grace, just got it after farming them to see if they dropped it, but it took a while.

I might be mistaken but I believe Patches uses this, so it might be connected to his quest after he leaves the Volcano Manor. There appears to be a key item in the game data that he gives to you at one point, which might hint there is more to his story after the manor part.

Located - Nokron, Eternal City Grace (Post Radahn)- Many skinny men use this shield and two hand it and bang on it. They do drop it. I got mine after only a few rounds.

This Shield took me like 20+ runs of killing 7 of them each run my Item discovery was 251
