You can actually get these as early as Liurna. The four belfries teleport you to a cutoff section of azula. There are 2 Beastman here and you can farm the curved sword from them.

For all those saying you can farm this from the four belfries teleport, you can't.
The beast man on the other side drops a curved greatsword, and the other one well... I've not seen it drop anything but materials so far (and his weapons are throwing daggers so I doubt it will drop this curved sword).
