Dropped for me from a mob in the royal city, on the stairs up towards the great lift, in the sandy area you access by opening the gate on the city's main road.
One of those demihumans with a tail and red fur. Unsure if it's guaranteed, or farmable and I got lucky.

There's a couple of the big misbegotten boys that drop it in Miquella's Haligtree, that's where I got mine. They're around the little structures in the inner branches

I dose drop form the red-maned Misbegotten. Can be farmed just after the Haligtree Town site of grace.
