At night, kill Deathbird north of the Scenic Lake grace site in the Liurnia of the Lakes. Start at the grace, run north to a giant rock with a lot of shiny pebbles. Impossible to miss.

This is the red tearstone ring, boosts damage when health is low. Not sure of exact % but likely 20% or less. Drops off one of the Deathbirds.

You are correct. Using the Mimic Tear boss, naked, and poison from Raw Meat Dumplings to as a test environment, I observed a 20% damage increase at 20% health or lower.

No hit runs in this game are gonna take a long fu*king time seeing as how most bosses just use AOE magic spells.

You very heavily underestimate the power of some individuals. It won't take any longer than any other souls game, AoE won't matter, I-frames are I-frames, just need to practice routes before doing real runs.

The real question if there's a Weapon that "raises attack power when HP is low" like the "Morion Blade" in Demon's Souls & Dark Souls 3. I found A "Death Ritual Spear" that looks kind of like the talisman, and by extension the Morion Blade but the description doesn't specify such a boost...
