Below where you can find it is a blue roof you can jump on, From that roof you can see where the giant spear pierces the wall. Just to the right on the part of the wall that's extended out is a small teeny tiny ledge you can land on if you jump at it, then from there you can jump up and walk up the spear and go grab your very on miniature version of that spear.

You can't get this if you progress too far in the story. Won't spoil but try and get it just after you beat Godfey's spirit

I have made an image guide on how to obtain the weapon before fighting godfreys spirit here https://imgur.com/a/3m5Sfad. I had posted a comment prior as an anon (it has not been accepted as of writing) where I mentioned it was a blue roof that you needed to jump on, this is not true, seems my memory was acting up.
This weapon has become my favorite so far. At upgrade level 9 with just the required stats of 20 str and 40 dex I am able to do about the same damage using the Ancient Lightning Spear ability as I was using my upgrade level 17 giant-crusher light attack at 60 str. By using skeletal ash summons I was able to complete the Mohg and Astel boss fights by staying afar and dodging when aggro was applied to me and getting lucky they decided to let my skele dudes respawn. If you decide your build isn't holding up and you are struggling with melee and having to stay close to the boss, I would highly suggest trying out this weapon. Additionally, if the basic melee damage does not suit you, since it is scaled by dex/str but also uses somber smithing stones to upgrade, you will be able to freely upgrade a more close range focused weapon that uses regular smithing stones allowing swapping of weapons when the situation calls for it. This weapon is of the highest tiers in the game and 100% deserves that position in my opinion.

I didn't know the name for the yellow/orange tier weapons and didn't want to call it a legendary tier in case it went by another name so I called it "the highest tier". Seems the tier is called "Legendary armaments" anyways so seems putting legendary instead of highest would of been a good call.
For top tier weapons out of all weapons not meaning by "rarity" tiers, I can't quite say but my top 2 so far are the spear of gransax and the moonveil katana. I'm sure there are others I haven't

Part 2, read below first because editing/deleting my own comment isn't possible here for some reason.
I'm sure there are others I just haven't tried and during my next playthrough I will definitely try out other builds but the spear and skeletal warriors/mimic tear have carried me all the way to the final boss where I then swapped to the katana to finish off the last boss as those ones were best faced close up but my secondary weapon wasn't quite good enough and I had 4 possible stat rerolls available so I just went for it.

But keep in mind if you're on PC you should back up your save just in case if you want to do and find stuff you couldn't before.

No, you can't.
I just backed up my save before doing any ending, then went to NG+ and speed ran to the capital. I grabbed the bolt, dropped it to a friend, put in my old save data and had him drop it back to me on my save before NG+ and with the capital still in ash :}

You can have someone trade it to you. Did it today and then had to put all the legendary items into the storage box. Waited a few mins and it just gave me the achievement on Steam.
