"Seedbed" could either refer to the prostate. Considering that all of his victims appear to be male, I'm leaning towards prostate. This guy is collecting prostate cancer. And I'm not sure if he's doing a service to humanity and is merely misunderstood, or he is responsible for its spread. Either way, what a loathsome thing.

You can also find a Seedbed curse in Leyndell, Ashen Capital. It can be found close to the gargoyle walking by the remains of the dragon. Next to the remains of a shack, you’ll see the remains of a defiled body.

I'm fairly certain that the dung eater and his curse is directly responsible for the creation of the various omen-type enemies we find in the lands between. At least that is what I can surmise from the item description and the dung eater's gear itself. It seems like his cursed victims turn into the hideously disfigured omen enemies.
