Doesn't seem to provide a noticable difference in cast time, tried with greatbow, shardcomet and gravity magic but couldn't see anything...

Try from 10 dex with dragon claw fighting with a horde of enemies, equip the talisman and repeat, trust, you’ll see the change

5 frames difference for Glintstone Pebble and Great Glintstone Shard, 9 frames difference for Rock Sling.

Got 20 casts of glintblade pebble off on 17 seconds with it on.
20 casts in 20 seconds with it removed.
Some spells it barely affected at all like some of the gravity ones. It’s relatively negligible but for a caster in pvp a fraction of a second is a huge buff.

I can't even find it. Can't see grace point on that map called debate parlor. is that the last grace before the boss "school classroom"? or that's after the boss?

Debate Parlor is the Grace you get for beating the boss. So you start at School Classroom, keep going till you beat the boss of that area and then from Debate Parlor you can turn right once you leave the open gates to find the area with the Icon.

My guess is that this will be a lot like the Sage Ring from DS3 - not very effective normally, but substantially better once you get the +1/+2 version (if such a thing exists in ERing). When it comes to sorcery, any boost in casting speed is good, even if it's only a fraction of a second.

That’s a huge change, the amount of times that slight boost was the reason I won vs a crazy boss over and over again

If it's like Dex, then this talisman doesn't improve cast speed, but cast recovery.
