I found it on a knight at the fortified manor, first floor. He is to the right of the entrance below a knight using a great bow, he uses a spear.

If you progress the game to the point of burning the erdtree, you can no longer obtain this seal. You will have to newgame + or have a friend drop it

Can confirm it's at the Fortified Manor in Leyndell. The inside looks like the Roundtable Hold and has a giant dragon outside. The knight holding it is outside the front door where you would fight the NPC in roundtable to the left as you exit, at the feet of the giant dragon with a greatbow knight with him.
