Find Celestial Dew and go to the Church of Vows. This should resurrect all killed NPCs.

There is no fix for killing NPCs. Gotta restart or move on until NG+ when you can try again

He has gone from the Lake after he said he would be doing free armor alteration. I do have the Golden Needle already so maybe its linked to that... now the only question is, where tf is he.

For anyone having issues finding him I was in your same boat. It took me awhile to figure out. Then i noticed in the picture it was night time. Rest at site of grace until it is night. Then he will literally be right in front of you.

Good habit in general is pass time at all sites of grace you come across if you remember, I've found some different world spawn enemies this way.

Yes but you need some crystal dew and to reach the church of vows, that restores all npcs you killed
