It's picked up in the Serpent boss room in the volcano (Rykard Lord of Blasphemy). You need to progress main story to get to it I think.

even though this eventually gets an A in str scaling, it's pretty much the storm ruler of ER. It's pretty much required for a certain boss to even hit him but outside of that the weapon art is, and I can't emphasize this enough, TERRIBLE and cannot be changed. It also can't be buffed at all and feels like it does less damage than listed in game at +9. If you want a str polearm go with the dragon halberd, it's better in every way
