May Fire Quell Fury was my last quest to unlock it, so it may be a mixture of different high level quests instead of certain specific missions?

That's because you get it by completing A Blaze among beasts not May Fire Quell Fury, at least for me.

I completed A Blaze Among Beasts without doing May Fire Quell Fury and I didn't get the petalace.
I had to finish May Fire Quell Fury to get the petalace.
Seems like you need to do both quests.
