Apparently blackwater Taylor, as a part of an outfit. It’s a shame because I wanted it as Arthur :(

Use rockstar social club to buy it, you don't need to go to blackwater to get it, just sign into your rockstar account and click on RDR2 > catalogue and you can buy it from there.
