Does the Wanderer: Hunter background "proficient with shortbows and longbows" also include their composite varieties?
If so would it give the +1 enhancement bonus as stated in character gen for proficiencies you already have?

No. Bonusses of the same type don't stack.
Example: A +2 weapon only gains a +2 enhancement bonus (If they would stack that'd be a +3, which is not the case).

It's a bit odd that we get the winter witch prestige class but we don't get a Irrisen background

I've yet to encounter a single time when background affected ANYTHING in the game, roleplay-wise.
