I had to have *every* village quest completed. Get a red check mark next to all other ranks in the quest counter and Fugen will give it to you.

You might have to finish all the village quests before hand

I have finished 100% its not there, furthermore, I saw it at random, took the quest went out in middle of quest and the quest is not there anymore.

You also have to complete the "Serpent Goddess of Thunder" HR7 Hub quest to unlock this one.

Why do guides saey you need just all village quests? You also need Gatherin Hub quests....

If you're wondering what the reward is since absolutely no one anywhere on the internet seems to bother asking or show what it is, it gives you an HR headpiece called Flame Seal which has no slots, but gives 4 levels in Critical Eye. FFS why is there no information on this anywhere.
