Only applies to blades huh? There's lots of misinformation out there then, lots of guides and threads recommending this for any build. Can anyone confirm somehow? Maybe dig into the files?

I did a quick test with saving first and then skill to see if the stats show a difference. It really did only go higher when I had a blade in the hand.

Can confirm that this perk only applies to blades and only when moving.
