I am not sure about it dropping in restoring harmony as I haven’t gotten that far on NG+, but I receieved this smithing text as a drop in the mission “The Chinese Bellflower Dagger” in NG+

Why are all the Onmyo sets only available in NG+? Feels like Onmyo builds get shafted hard in base game
