Can you do this if you never noticed the book in Act 1 and skipped it?

There’s a continuation of the book in Alice Aliceon’s hut, but I can’t be sure it will properly move the quest along, but luckily the quest is “go somewhere and so something”, so you shouldn’t have to have the in game book to properly do it. Crafting recipes are never required to craft something

What are the recipes? I didn't pick up the book but have 5 blessed feathers after an incredibly difficult fight and a level 5 persuasion check (to get them blessed by the spirit of the bird).

Just 1 feather combined with a leather piece, it has a head, chest, gloves, legs, and boots.

The witch in reapers coast has a page that details the ritual for the bird, with it you can get the feathers without the fight

You can avoid combat with the following dialogue options: 1. receive blessings -> 3. bow with arms outstretched -> 4. quietly request blessings -> 2. save the souls of the fallen. The Undertaker will then give you 5 blessed feathers. It won't drop any additional loot/XP if you choose combat, so this way may be easier.

There's a book in the witch's house west of the paladin bridge, it tells you what to do to appease the undertaker

You can also have the blessed armor after killing the Undertaker by talking to her spirit and passing a persuasion check.

I wouldn't bother doing the fight. You only receive 375XP and about 250 gold worth of loot from killing everyone and cursed feathers, VS simply performing the 1 -> 3 -> 4 -> 2 ritual which nets you 125XP AND pre-blessed feathers.
Being lvl 16, and needing 1.000.000 XP and carrying 250K gold, it felt MUCH better just doing it the "right" way.

I can't craft the Vulture Helm nor the Legs but I was able to craft the other 3 pieces no issue. Has anyone had this problem

Are you using a finesse helm and legs? I never had an issue as long as I used Finesse items.
