@SlaveKnightKos the only reason the DBS has some comparable damage to the Meat Cleaver is the high str requirement and because you can upgrade the DBS. However, due to DBS's mediocre scalling compared to the Meat Cleaver, if your character is anywhere over lvl50-60, with 30 str, whatever dex you have and 16 faith the Meat Cleaver is blowing the DBS out of the water due to the fact it has triple scalling, is half the weight and it regens your life with each hit. Oh, and did I mention the slightly better moveset? Or the fact you don't need pure white world tendency to get it?

An S S and A. That is insane. I have never seen a weapon with such massive scaling. And you don't even need to level up the club or great club to transform them.

The scaling is to offset the fact it can’t be leveled, if it didn’t have S/S/A it would be useless from lack of damage

SlaveKnightKos is correct. Scaling bonus depends on both the scaling bonus (letter) and the base damage for the relevant damage type.
For example two weapons with the same C scaling but one has 100 base damage and the other 120. The second weapon would see higher bonus damage added from scaling.

Should be pretty obvious that scaling uses base damage, so that aside, DBS does not have higher potential damage, it has higher damage earlier though.
DBS has higher base damage at 280 with a B in strength.
Meat Cleaver has 90/90 magic/physical, with SSA scaling.
You can achieve much higher damage with DBS in NG, but using a quality or Quality+Faith build by NG+ Cleaver should be pulling ahead, and by NG++ it should be blowing DBS out of the water.
Although in my case Cleaver at SL 50 Cleaver is winning on my quality character because I invest less in the defense when I use it.
