I sneaked close to him, placed my party all around a circle and teleported in the middle of it, then its really easy wipe out his armor and cc perma even before he transforms. U have 2-3 turns until minions start doing significant dmg

Was a tough fight for me and my party, anyway. You can use Healing on him and it will do damage to him (Like this one perk with a blue guy standing in T pose, it damages him and anyone else too I guess). I also used oil barrel below him, and then Sebille with blood arrows and a crippled skill and after I hit him it created necro fire from fire, because his blood is cursed.

Not that I would consider letting this nasty piece of work walk off scot free after all the hideous **** he does, but does he appear anywhere else later in the game if the player decides to let him go?

He doesn't AFAIK, but he does get mentioned in the epilogue - (SPOILER) something about him being actually quite useful for the Alliance but having to be kept away from soldiers for 'morale reasons' (this is with your avatar ascending to divinity; dunno about other endings).

he's immune to teleportation for me. he's not fortified. the game's just being stupid, i guess. is teleportation considered "slipping?" he's immune to that, but so is my party and i can teleport them.

Before meeting meistr Siva I kinda wandered around the Island, killed him and only after the dialogue prompt i realized he is a part of some quest. Same happened to that werewolf mutant in cloister wood. Killed him with my level 9 dwarf ranger and suddenly i get some text prompt from the Altair, same with the cultists on the blood island. Same thing happened in Arx when i out of the *** found some undead geomancer and killed her in one turn only to later realize they were a part of some quest as i received greetings and congratulations on "my quest" from person i never met before. This game has wonky writing and path making that's for sure. The last battle was also really anticlimactic with the plot twist.
