"momentary" It means that its not a permanent upgrade in the reading skill, it work like a buff.
ie: if your reading level is 2, with the scholar perk will be 2 (+3) = 5. You will be able to read level 5 books but not be able to access the perk at reading level 5.

With this perk I was able to read without doing the quest Mightier Than The Sword.
