Not true it seems. I used bonfire ascetic in each of the 3 areas in Undead Purgatory and checked everywhere and couldn't find it.

Stone Ring + Ring of Blades + Crest of Blood in powerstance = unstoppable wrecking machine. Even enemies who can't be bled (take off CoB) still take a lot of damage.
