Same! I've been here for over an hour now and not got it yet. I got a few Twinfish at the start (like 3 in a row) and then nothing but low rank trash you can get everywhere else since :\

Listed as being able to find in the Flooded City Coast / Missile, but is a freshwater fish and says "caught in a river"...

This thing is rarer than the Twinfish, which is supposed to be the rare fish of the spot :|
