You know you can craft it right? Combine any non-source Necro spell book with a Hydro spell book...or just keep blaming the "stupid game".

Or go to the magister's quarters right outside of the Judge Orivand fight in fort joy, and the book will be there in the largest desk in the room, unguarded and unlocked. But game is probably stupid.

Or you can also skip the craft, make someone bleed nearby (like say someone on your party, then heal him/her/it afterwards) and still complete the quest... But hey...

It seems that after you cast this and something else bleeds is the area of the puddle, the whole puddle disappears. is it just me or can someone else confirm?
