Because secretly the sniper crossbow shoots Barbed Straight Swords instead of bolts. Make sure to stock up on a lot of those before fighting any boss. Farming Knight Kirk is a must. \o.o/ praise the sun.

I have a suspicion that a lot of these weapons come down to the Chosen Undead's lack of skill. Just like the Anor Londo Firekeeper's ability to block with her Parrying Dagger; some proficient character in-universe can properly snipe with this thing. The Chosen Undead cannot.

it cant become enchanted, so they just put in the default value of zero

the wiki says 'Can not be ascended to Chaos or Raw Weapon', but it should also say 'Enchanted', it ofcourse cant be Chaos or Enchanted because Chaos and Enchanted are the same as Fire and Magic, they have increased Scaling, but because the Crossbow doesnt have any scaling, you therefore cant have Chaos or Enchanted
