Idk who would be able to fix it, but the left-most column of the upgrade table, where it shows the twinkling titanite symbol, says that it only takes 1 twinkling for each upgrade
I mean, some weapons are objectively better than others. But unless you plan on participating in a PvP tournament, just use whatever you want, it's all viable.
