Yeah, raw is almost never the right choice. Raw is only good for low stat builds that don't need scaling who ALSO want to stay low weapon level for matchmaking and who ALSO want to buff their weapons. Elemental upgrades outclass raw if you aren't buffing it and Regular +14/15 outclasses raw even with low levels if you don't care about weapon level. At high levels, scaling is king and raw shouldn't even be on your radar.
