Okay so whoever wrote this guide didn't do well. You need to spend 10,000 souls in infusion--pick five weapons and infuse them with different stones. One fire, one raw, one poison, one enchanted, etc. Whatever combo works. Then spend another 20,000-50,000 on items in his shop. I just stacked up on repair powder and titanite shards. Then the achievement popped!

Spend 14k on UPGRADES and then talk to him.

I'm playing SOTFS. After getting my 5th infusion (10,000 souls), the new speech became available and the achievement was unlocked.
