You can't obtain it until NG+, or by restarting your character. I know how tempting it can be, but try to control your murderous fury towards NPCS

I dislike pretty much everything about strength in bloodborne (except the whirligig) but this weapon makes it all worth it. So fun to use! 40 strength 40 arcane= bonk

for those wondering why they killed alfred and didn't get the wheel hunter badge; he only drops the badge after you have started his quest-- after you start it, kill vicar amelia, and then kill him.
