That's not the case, the town is a war zone and everyone is getting trauma, going insane. So few survivors, possibly hungry. So many savage beasts wandering the streets. She isn't literally happy, she is losing her mind and can't take the horrible news. Her suicide is proof that she was very depressed. She was in some mental denial phase. She already lost her parents and she is all alone in a monster infested town. And non of the towns functions like food for example work as so many people fall prey to the scourge. Bottom line she snaps under stress and loses it.

"What the hell are you talking about? She loved her sister more than anything" You do have to admit that the whole thing is quite strange. Where was the older sister while we talked to her little sister? Why doesn't the little sister mention her sister at any point? I could just be looking into the whole thing way to much, and i totally agree with the guy above me, but i still think that the whole thing is rather strange.

I interpreted it as her being happy just to have closure. Death seems pretty common in Yharnam, and the daughter of a hunter wouldn't be a stranger to it. Finality can be a hell of a drug.

in the dialogue:"Yes okay, thank you very much mister hunter! I love you almost as much as mum and dad, and grandad!" she not cite your sister, this could not be the same person?

Has to be, she recognizes the ribbon. There is also sibling rivalry, and the young.girl is a child.,might be why she didn't mention her sister. Plus her location is similar

Does the Guy at the Chapel give You anything for trying to send the girl There. Or Is it pointless because an formless rune Is Much more beneficial to the user then the ribbon

Chapel guy doesn't really reward you, but you get a little "family" there for your hunter, its cute. Plus the npcs reward you themselves like ariannas blood or sedatives from granny. Just read up about them as accepting too much of either, 3from arriana, 6 from granny,can get them killed.for the young girls case however, the rune is def better than the ribbon.

I went back to check if I was too late when I found a minor beast (the ones that Djura aggros if killed) and it dropped clawmark. Did the little girl succumb to beasthood?

In the dialogue section it says that under certain circumstances a man whispers "So call out to your sister". This is in fact the Brick Troll at the bottom saying his line "So cold. Dear sister." It's interesting though, that the sounds of Brick Troll's (or the sounds that play at their location) don't stop after you kill them.
