It does. Caitha's Chime does a lot more damage but this one comes with Unfaltering Prayer which makes it harder to be knocked out of your spells. Personally, I find it more useful than the chime because of that.
Why does this chime scale with Intelligence? It makes no sense from a Lore perspective, since it's supposed to be used by Blades of the Darkmoon to cast Darkmoon Blade, a purely Faith Miracle. This also probably explains why Sirris does so little damage, she has a crappy chime!

Caitha's Chime makes sense, however, sense it is the Catalyst of the Goddess of Tears, and is linked to the Dark and Tragedy.

Velka's Chime would have been a better candidate, since it Scales with Intelligence in Dark Souls 1, but not Faith. However, spells like Vow of Silence is considered a "Dark Miracle" in Dark Souls 3, and Vow of Silence is a tool of the Goddess Velka in Dark Souls 1. It would have made more sense (to some degree) to have the "Dark Talisman" be Velka's Talisman.

Also, "Dark" Blade only scales with Faith, even though it is a "Dark" Miracle. Dark Miracles scale with Intelligence and Faith, so why doesn't Dark Blade?!? Now the game isn't being updated anymore, and glaringly obvious issues still exist. Thanks, Fromsoft.
This talisman is clearly reminiscent to the Darkmoon Talisman from the original Dark Souls as Sirris, herself, is indeed a Blade of the Darkmoon, but form some time between the original Dark Souls but also before Dark Souls 3's plot (or at least before Yorshka took over as Yorshka claim's we're the first Blade of the Darkmoon even though there's been many before us). This Talisman pulls from Intelligence in reminiscent to the Darkmoon miracles and magic used by the Blade of the Darkmoons and their former God, Gwyndolin.
There's some debate as to whether or not Caitha IS Velka by another name, though there's enough evidence for and against that that you can really choose what you want to believe there.

As for this talisman, I believe its conflicting scaling comes from the inherent weirdness of darkmoon magic. The Golden Ritual Staff is another example of this. Darkmoon magic occupies a weird space between sorceries and miracles, and essentially consists of sorceries powered by faith (which is why Darkmoon Blade deals magic damage). So it's not too unthinkable that over time, some actual sorcery accidentally slipped in there, resulting in the intelligence scaling.

As for Dark Blade, that's just an oversight on weapon buffs. Similarly, sorcery weapon buffs can only scale off of intelligence, and as result won't get any scaling when used with the Archdeacon's Staff or Man-grub's Staff. Only Carthus Flame Arc can scale off of both.
The talisman is meant to represent Gwyndolin himself. A god forced to play a goddess. Int and fth are representing the two genders, male and female. He performs faith miracles (female) but draws it's strengh from intelligence (male). Prince Lothric has to use a similar build as Gwyndolin btw. He is using (holy) sorceries combined with miracles. This talisman would be my first choice for such a build.
I just picture a big fat guy in a little sun dress with too much makeup on and a big lollipop and he is crying his eyes out. You poor poor man. The tragedy, life is so unfair and Fromsoft is to blame.

Because they used vague Lore in a game, it made things more interesting and undid the need for boring/costly set dressing for exposition. Lore changes as the game evolves over time.

Oh and don't forget that "Dark" damage didn't exist in DkS1. They had to shoehorn it into the DLC by adding some physical Scaling/Poise damage. You should get really upset
Found her armor on her grave in Pit of Hollows, but not thing... this is not a reward for finishing her questline.
It's on her grandpa's tombstone, where that lone hollow is standing at the edge of the cliff. This page needs to be updated...
Great for casting dark miracles!!! Sadly, there's no dark miracles worth using.
