I know Solaire was a sucker for anything resembling a sun, so that might be a hidden punchline, but otherwise what is up with the low lightnign resistance on this piece? Is that in line with the lore aspect of the character?

I think it'd be against the nature of the armour for it to have any particular resistance. It's always been described as good armour, but mundane and nothing special - making us look at Solaire, who does so very much in DS1 with apparent ease, in new ways...

there is a theory that Solaire is a son of Gwyn, who famously used lightning magic to defeat dragons. Solaire's quest to find the sun may have been an attempt to reconnect with his father. So i'd assume that low lightning resistance on Sol's armor could represent trust that he put in his father and those who follow his ways.
